Fragmentation and inefficiency are widespread challenges across public transportation systems. A unified platform integrating different transportation services, travel planning and transactions could be the answer to enhancing service efficiency.

Integrating for a smarter public transport
At the time of carrying out this project, Accelerate had a wider goal of supporting public/private partnerships, which later evolved to a more narrow focus on unlocking new markets by overcoming regulatory barriers.
Introduction
Problem
A public transport system with multiple providers often lacks comprehensive data on passenger movement, which can result in inefficiencies throughout the network. This data gap can lead to poorly coordinated or underutilized transit lines that require state intervention and subsidies as well as challenges in seamless travel planning.
Consequently, the state is left juggling increased financial burdens and grappling with the environmental fallout from high personal vehicle usage. Additionally, the absence of detailed travel data hampers effective long-term planning and the ability to adapt quickly to shifting public transportation needs.
Solution
MaaS XT offers a comprehensive solution to enhance public transit by focusing on user experience and availability. This platform connects various transportation service providers—such as buses, trains, taxis, and car rentals—enabling new services to enter the market. Users can make all necessary purchases for a trip through a single platform and transaction, streamlining the travel process.
The platform integrates with state databases to provide personalized services and flexible, need-based subsidies, simplifying administration and alleviating financial pressures on the state. By creating a more organized and accessible public transport system, MaaS XT significantly improves usability, reduces personal transportation costs, and lessens the environmental footprint of transit. This innovative approach paves the way for a more efficient, cost-effective, and eco-friendly transportation network.
End Goal
By providing a comprehensive view of travel patterns and facilitating efficient public transport solutions, MaaS XT aims to optimize long-term investments in public transit and swiftly respond to changing public needs, ultimately reducing both environmental impact and individual transit expenses.
Outcome
Through participation in the Accelerate Estonia program, a new software concept was developed, leading to the successful launch of pilot programs in Tartu, Saaremaa, and Greece. These pilots are now testing innovative, demand-based transport services, setting the stage for a new era in efficient and responsive transportation solutions.
Currently, The Transport Board, the Ministry of Climate, and the Ministry of Regional Affairs and Agriculture have taken on the project to create a standardized service platform prototype that facilitates ride requests and integrates various mobility services, connecting different transport providers and enabling joint ticketing, ride rights, or discounts.
This user-friendly platform will enhance the attractiveness of public and alternative transportation in Estonia, with modular development and testing to ensure suitability and functionality at each stage, aiming for completion by 2026.
